Understanding the Paid Parking Program
Paid Parking Overview
In 2009 Portland Parks & Recreation (PP&R)
launched a new paid parking system at Willamette
Park. For the previous number of years PP&R
had charged for parking seasonally at Willamette.
Under the current system people must pay to park
year round. We are using the same Smart Meter
pay stations operated by the Portland Bureau of
Transportation (PBOT).
The goals for this system have been to ensure that
parking is available for all park users and boaters,
as well as to provide a more cost effective way to
collect fees. Revenues generated from parking fees
are used in the management and maintenance of
Willamette Park. Fees derived from enforcement
are shared by Multnomah County and PBOT.

subject to paid parking
fees. There are four
Smart Meters (similar to
those used in downtown
Portland) located
throughout the park: one
in the north parking lot;
two along the southern
edge of the main parking
lot; and one in the south
lot. Informational signs
are located throughout
the park.
Seasons
The parking system operates on two seasons:
Summer and Non-Summer. For the purposes of
this program, Summer is the high-use season from
Memorial Day through Labor Day. The Non-
Summer season begins the day after Labor Day and
runs until Memorial Day.
To manage and accommodate the higher trafc use
in the Summer season, the hours of paid parking as
well as the cost of All Day parking varies by season.
Hours
Hours of operation were determined based upon
many considerations to meet varied user needs
in this high-use regional park. The hours of Paid
Parking are as follows:
Summer (Memorial Day – Labor Day)
Daily: 9 am – 5 pm
Non-Summer Hours
Monday – Friday: 9 am – 3 pm
Weekends: 9 am – 5 pm
These paid parking hours provide time in the
morning and the evening when everyone can enjoy
the park without paying to park. The 5 pm ending
time of the paid parking hours accommodates
special events, such as Movies in the Park, Summer
Concerts, and Neighbors Night Out, enabling the
community to enjoy these events without paying a
parking fee. The Monday – Friday 3 pm end time
during the Non-Summer season accommodates
youth sports groups who use the elds and courts
during the school year.

Fees for Vehicles without Trailers
The Hourly Parking Fee for Vehicles without Trailers is
$1/hour up to either 5 hours in the Summer, or 3
hours in the Non-Summer season, after which the
All Day Rate will automatically be charged.
All Day Parking Rate - Summer: $10
All Day Parking Rate - Non-Summer: $6
Fees for Vehicles with Trailers
The Parking Fee for Vehicles with Trailers is $5/day.
No hourly rate is available. Trailer parking is allowed
only in the designated spaces (as shown below).
Trailers must t within the space (width and length),
or they may be subject to citation. Parking on the
boat ramps and in the parallel parking spaces on
the north or south edges of the lot are for loading/
unloading only.
Monthly, Seasonal, Annual Passes
At this time, we offer a Spring Fishing Season
Parking Pass (for February - May) only. They are
$60. There are 75 passes available each Spring
Fishing Season, on a rst come rst served basis.
Event Permits
Permit holders for events at Willamette Park can
pre-purchase up to 30 individual All Day scratch off
tickets for use on the day of their event for those
involved with their event. These rearview mirror-
hanging permits must be purchased directly from
the PP&R Customer Service Center (CSC) at the
time of permitting. The CSC can be contacted
by calling (503)823-2525. The All Day scratch off
tickets cost $5/ticket.
Sports Permits
Those holding sports permits for eld or court use
at Willamette Park are required to purchase timed
parking tickets directly from the meters on-site.
Sports sponsored by local schools primarily occur
during the Non-Summer season on weekdays after
3 pm, when no parking fee is charged.
Accommodation for Persons with Disabilities
Only persons with a state-issued Disabled Person
Parking Permit Placard (blue tag or license plate) are
exempt from parking fees at Willamette Park. This
includes both vehicles and vehicles with trailers.
