Type of Certificate: Non-Credit CDCP Certificate of Completion
Certificate of Completion Pursuant to Title 5, § 55151, students completing noncredit courses in
a prescribed pathway, chaptered by the Chancellor’s Office, leading to improved employability
or job opportunities, a Certificate of Completion may be awarded. A noncredit Certificate of
Completion means a document confirming that a student has completed a noncredit educational
program of noncredit courses that prepares students to progress in a career path or to take degree
applicable credit courses (CCR, Title 5 §55151(h)).
Item 1. Program Goals and Objectives
Los Medanos College has been a source of training and education serving the business and
industry needs of East Contra Costa County since its opening in 1974. The college enjoys close
relationship with economic development staff members of each of the cities of Antioch,
Brentwood, Oakley, Pittsburg and of Contra Costa County. There are currently multiple
initiatives and/or industrial developments that will bring about the need for warehouse and
logistics career training. Two of these initiatives are briefly described below.
The Northern Waterfront Economic Development Initiative
TM
is a regional cluster-based
economic development strategy with a goal of creating 18,000 new jobs by 2035. The Initiative
leverages existing competitive advantages and assets by focusing on advanced manufacturing
sub-sectors in five targeted clusters (advanced transportation fuels, bio-tech/bio-medical, diverse
manufacturing, food processing, and clean tech). The initiative is a collaboration between the
county and seven partner cities, who work together on diverse actions to enhance the economic
vitality of the region.
The Contra Costa Logistics Center, as it is termed, will feature 2.249,544 square feet of light
industrial space on 375 acres in the city of Oakley. The site is designated as Business Park, Light
Industrial, Utility Energy and Delta Recreation in the Oakley 2020 General Plan. Opportunities
for employment in the field of warehousing and logistics will add new career pathways for East
County K12, Adult Education and community college centers. Construction on the first 180,000
sq. ft. building, which has been leased by Amazon, will be completed in early fall, 2020.

Item 2. Catalog Description
The Forklift Operations and OSHS-010 Safety for General Industry certificate features modern
warehouse operations including facilities maintenance, security, materials handling, inventory
management, and productivity improvement and measurement. Materials handling includes
forklift driving using modern industrial training standards and includes Occupational Safety and
Health Administration (OSHA) regulations. The certificate also covers basic hazardous material
handling and principles of health and safety in general industry.

Item 4. Master Planning
The Forklift Operations and OSHS-010 Safety for General Industry certificate touches each of
the college’s four broad strategic directions to promote equity, engagement, and effectiveness for
student success:
1. Increase equitable student engagement, learning, and success.
Los Medanos College has a strong history of innovative workforce development initiatives
including the Career Advancement Academies, California Apprenticeship Initiative, Workforce
Accelerator Fund grants, etc. Each of these is focused on innovative ways to engage students
using strategies such as learning communities and early alert software. These strategies, coupled
with the significant impact of the California Adult Education Program (CAEP) and the college’s
strong relationship with the Workforce Development Board of Contra Costa County will help to
ensure student engagement, learning and success.
2. Strengthen community engagement and partnerships.
Los Medanos College prides itself in its strong community partnerships with local agencies and
institutions such as the Industrial Association of Contra Costa County and the Contra Costa
County Department of Conservation and Development as well as with the economic
development directors of each of the East County cities. As such, the college stays well-informed
regarding the current and future workforce needs of the region. The college’s very active
advisory committees for its industrial technology programs feature companies such as Corteva
(formerly Dow), PBF Energy (formerly Shell Oil) and USS POSCO (steel finishing). Each of
these companies welcome the addition of the FLOW program to the college’s catalog. New
partnerships with big box retailers and warehousing giants such as Amazon are now forming.
3. Promote innovation, expand organizational capacity, and enhance institutional
effectiveness.
The development of the Forklift Logistics, Operations Warehouse (FLOW) program at LMC as a
Career Development & College Preparation (CDCP) certificate is consistent with the college’s
desire to reach students previously unserved in the community. Alignment with local K12
educational partners, including adult ed, has been a priority and seeks to ensure career pathways
for students of all ages with interests and skills in career education. With construction of millions
of square feet of manufacturing and warehousing space in the Contra Costa region the workforce
needs for this type of training will increase significantly. Expansion into industrial maintenance
to add to the college’s industrial electronics and refinery operator programs will create a one-stop
shop for advanced manufacturing workforce training in East Contra Costa County.
4. Invest in technology, fortify infrastructure, and enhance fiscal resources.
In the next two years the college seeks to invest $2M plus to remodel and expand existing career
education lab space in order to accommodate the addition of credit and noncredit career
education programs like Drone Technology and Construction Pre-Apprenticeship. Design
efficiencies will allow the space to be transformed with minimal effort to accommodate
instruction in newly developed fabrication technology courses, expanded HVAC offerings and
potentially a shared maker space. These investments in infrastructure, along with new state-of-
the-art forklift simulation stations will enable the college to expand its student base and enjoy
fiscally sound growth.
