ARTICLE VI. -SNOW REMOVAL
Sec. 38-181. -Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them
in this section, except where the context clearly indicates a different meaning:
Person means any individual, firm, partnership or corporation, but shall not include the state or a
political subdivision of the state, an employee of the state or an employee of a political subdivision of the
state operating within the scope of such employee's duties for the state or political subdivision thereof. The
term "corporation" shall include the officers thereof.
Safe vision means an unobstructed line of sight enabling a driver of a motor vehicle to travel upon,
enter or exit a roadway or alley, including a dedicated right-of-way open for vehicular travel, in a safe
manner.

Sec. 38-182. -Obstructing safe vision prohibited.
No person shall remove or deposit, or cause to be removed or deposited, snow, ice or slush onto or
across a street right-of-way, roadway or alley in any manner that obstructs the safe vision of the driver of a
motor vehicle.

Sec. 38-183. -Deposits on roadway prohibited.
No person shall deposit or cause to be deposited snow, ice or slush on any roadway or alley.

Sec. 38-184. -License required.
It shall be unlawful for any person, for money or other valuable thing, to use a motor vehicle to
remove, plow or shovel snow or slush from any land or premises within the city without first obtaining and
maintaining a snow removal license from the city.

Sec. 38-185. -Application for license.
Application for a snow removal license shall be made upon a form provided by the city clerk. The
applicant shall provide the following information to the city clerk:
(1) The name, address and telephone number of the individual, firm, partnership or corporation requesting such
license.
(2) The name and address of the owner or tenant and location of the property where such snow removal operations
will be or are intended to be conducted.

Sec. 38-186. -Fee and term of license.
The applicant for a snow removal license shall pay a license fee as currently established or as
hereafter adopted by resolution of the city council from time to time to the city, and upon approval of such
license and receipt of the fee, the city clerk shall issue the applicant a snow removal license, which license
shall expire July 1 of each year.

Sec. 38-187. -List of customers.
Any licensee holding a snow removal license shall keep the city clerk advised, in writing, of the name
and address of any new or additional customers and locations where snow removal activities will be or are
intended to be conducted. It shall be a violation of this Code for any person having a snow removal license
to use a motor vehicle to remove, plow or shovel snow within the city at a location or premise not listed with
the city clerk as a customer or location of such licensee.
