Scope & Content:
Consists of the State Game Warden correspondence and other materials relative to
the Tennessee Game and Fish Commission. The collection, 1925-1970, contains
28 boxes and one bound copy of the minutes of the Tennessee Farmers
Association, 1907-1910 (now, Tennessee Farm Bureau Federation).
The collection spans four broad sections: (1) General public correspondence
(1925-1930), which makes up the majority of the collection; (2) Deputy Game
Warden applications, which provide vital statistics about each Deputy Game
Warden in Tennessee; (3) Interoffice correspondence (1927-1930); and (4) the
Model Cities Program booklets (1970, 1975).
The collection provides the researcher with details of the operation of a small
Tennessee state government department in the late 1920s, along with the
developing concern over the pollution of Tennessee’s rivers and streams and the
restocking of game for future generations.

Administrative/Biographical History
In 1889, the State Legislature created the first State Game Wardens and in 1893
created the office of “County Commissioner of Fish” for each county. The “game
and fish commission” has transferred via legislation to many state departments
over the years. In 1903, the Legislature created the Department of Fish and Game.
In 1905, its duties expanded to include the state forestry division. In 1923, in
another reorganization, the Department of Fish and Game lost its independence
with its incorporation into the Tennessee Department of Agriculture. In 1923, the
division once again became an independent executive agency as the “Department
of Fish and Game.” In 1935, another confusing reorganization led to the
Department’s demotion to the “Board of Conservation for Fish, Game and
Wildlife.” In 1937, during the administration of Governor Gordon Browning, this
division transferred to the new “Tennessee Department of Conservation.” During
the Browning Administration of 1949-1953, the Game and Fish Commission
emerged as an independent agency. In 1975, by an Act of the General Assembly,
this commission’s duties expanded, and its formal name changed to the Tennessee
Wildlife Resources Agency.
